I did succeed in allowing xml:base attributes in the pipeline config by modifying pipeline.rng, but I did not succeed in doing the same in page-flow-controller.rng, I don't know why...
Right: the PFC is actually using page-flow-controller-runtime.xsd, not page-flow-controller.rng. Sorry about that.
