Yes, that's an option. That would be less user friendly but more generic. One thing that goes in the direction of something similar (if not identical) to what I propose is that the current OpenOffice OASIS TC draft ( http://www.oasis-open.org/committees/download.php/10765/office-spec-1.0-cd-2.pdf) proposes a "single root" format. The best way to do so would probably be to have generic zip converters and derive from them OpenOffice converters that would add the user friendly-ness needed to not have to care about the details of the packaging.
