That's the most frequent scenario I have used up to now.

Yes, that's an option. That would be less user friendly but more
generic.

One thing that goes in the direction of something similar (if not
identical) to what I propose is that the current OpenOffice OASIS TC
draft (
http://www.oasis-open.org/committees/download.php/10765/office-spec-1.0-cd-2.pdf)
 proposes a "single root" format.

The best way to do so would probably be to have generic zip converters
and derive from them OpenOffice converters that would add the user
friendly-ness needed to not have to care about the details of the
packaging.
