As an update on this, the Orchard team is in estivating. The way that we can get Orchard modules and themes installed up to this point is to install them manually. I believe that the orchard gallery site is still working correctly.
You just need to go to http://gallery.orchardproject.net/ From there you can find the module or theme you want. Orchard does runtime compilation of this stuff, so you should be able to put them in the modules/themes folders and use the modules/themes in your Orchard site. Or you can wait for the feed to get fixed. I am sure it will be very soon.
