Wayne Turville wrote about his frustration with the USDA and
problems mailing orchids to the US.  While I know nothing
about dealing with the USDA, I can offer some sad comments
on the postal service.  My father once sent a card from St Louis
to California that took 2 full weeks to get here, but the present
I sent last Saturday arrived at his house on Monday!!!!  In other
words, travel times can vary greatly between the same 2 points....
It is also a federal crime to to take mail out of the postal service's
hands before it reaches the destination on the mailing label, so
the USDA employees were just following the law.  If it were me
working there, not being able to turn the package over would have
bothered me, so I would give the employee the benefit of the doubt!  
I imagine the workers know how stupid some of the rules are....
I don't know, but FedEx or UPS might allow shipments to be taken 
from the USDA in the same situation (I'd ask them if I were you).

You have my sympathy in your frustration!
