EDIT:

If you read later bulletins on the CITES convention, there are confusing
indications that some hybrids have been downlisted to appendix III as well
(a compromised solution, attaching the Swiss proposal and the Thai
proposal).  It is all very hard to understand without the exact proposals
under the eye, so I will let you judge what the outcome really is.
