Hi Charles--

A very common situation ... not just to orchids, and not just in
Thailand. Companies who are serious about importing goods from other
countries, usually either open an office in the foreign country, hire a
national part-time employee, or work through a company/individual/agent
who then sees the process through in their behalf. Costs are always
paid in advance of shipments, and that just begs for corruption. It
also provides opportunity for folks like me to keep bread/rice on our
tables ;-))

Regards/Roger, in Bangkok
