There's an interesting article on copyright from the University of Texas here: http://www.utsystem.edu/ogc/intellectualproperty/mono4.htm The article says "The Copyright Act on its face is much too vague to give even a clue as to whether copying professional journal articles for research and scholarship purposes is a fair use" The discussion in this article and various others on university websites suggest that photocopying a single journal article for scholarly research in a non-profit institution may be fair use. It seems possible that Singapore has chosen to interpret the law narrowly rather than test its limits.
