As far as I know, the project was abandoned but I have been unable to find the info about the reasons for such a decision.

As far as I know, no one gets paid for an article published in the AOS Bulletin / [now] Orchids.
Most institutions based on voluntary work would not bother with asking permission when reproducing these contributions.
Seriously, would you take legal action against the AOS ?
Copyright is an interesting subject but ethics is not one of the most prevailing values in this 'free lunch mentality' era...
