Can someone please help me out. I thought that the AOS was allowed to advocate/lobby for a policy change (i.e. 'improve' CITES) but that could not advocate/lobby for a person. If this is true then there is virtually no limitation with respect to educating congresspeople on the good/bad points in the current CITES. Where am I wrong?
