You probably have killed the scale and don't know it. They don't disappear like dead aphids. It looks like they are still on your plant because they don't fall off. Rub them off with your fingers or a cloth. If they come off easily, they are dead. Neem oil indeed kills them and it is not toxic to you. Bev
