A quick google search yeilds this discussion with Lou Menzes http://www.delfinadearaujo.com/on/on23/pages/lou02en.htm which is on point as to the effect of fire to knock down competing grasses and thus allow for Phrag vittatum to bloom. She specifically states that fire is not required for blooming, since the Phrag blooms with or without fire annually. I believe Marilyn Light notes the same effect (fire ridding competing grasses) in her long term Cyp study, too.
