Funding for the State Department's portion of the United States

percent over FY03 baseline levels to $70 million a year, significantly 
more than any other single country."

  Side note: Singapore, that bastion of human rights where they cane 
people (of course that is not torture) is also a non-signer of the Land 
Mine Ban Treaty.

There is NO factual report of any secret prisons or torture chambers run 
by the US.
