I have had no luck what so ever with keiki paste in the past.  I have 
recently picked up a liquid hormone from a hydroponics store (Power Clone) 
and am having great success on a lot of plants.  The process I am using is 
to douse the areas of the plant where I would expect activity possible ever 
time I go into the greenhouse.  For many plants this is almost daily.  I now 
buy the large size, since I have so many situations where this is of 
benefit.  I have plants that have insisted on putting all energy into 
keikis, leaving the base of the plant growthless, some for 2 years, that are 
now starting growth at the base.  I have some that have been Sphag & Bagged 
for so many months, that most of the pseudobulbs are yellow, that are now 
starting growth.  These get a continuing dowsing as the growth seems to be 
extending extremely slowly.  One of these keiki growth only plants is 
getting treated at the base of the keiki, with sphag wrap, because the keiki 
had not developed any roots for the 2 or 3 years it has been growing. 
Haven't opened the sphag wrap yet to check on progress.  I would treat all 
of the base of your plant AND the tip of the remaining pseudobulb, as I have 
seen a rare occurrence of a keiki in a Catt complex plant.
