There are simple, inexpensive SMTP servers (e.g. http://www.softstack.com/ )
available  that can be installed on any PC with Internet connectivity. They
have unlimited mailing capacity, can individually head each message and be set
up to do the work at night. We use SMTP Pro for everything from announcements
to christmas card lists. You might want to look at Subscribe Email, at the
foot of the list. 

OGD is different from a standard listserver in that it compiles the incoming
messages (and vets them?) before dispatching a block message. I have no idea
how it does this, but I seen the gnu logo from time to time, suggesting an
open source solution. Automating the file that this produces into an SMTP
mailer may be difficult, and I do not know anything that can do that directly.
