I think the above statement is a bit misleading. There are other sources 
of legal kovachii seedlings. To say that only those sold by vendors that 
issue a certificate are legal is illogical. In all the discussions over 
the years of legality, treaties, agreements, and the like, there has 
never been a hint of a requirement that sellers must furnish 
certificates of legality with their seedlings. If a seller does not 
furnish a certificate, this does not mean that the seedlings are 
tainted. It would be good if we did not stir up the pot again by making 
these half truths. I realized you added the word "likely" but that 
implies that all other vendors are less than ethical and I contend that 
that is just not true. While there may be someone out there that 
deserves your innuendo, I believe that the vast majority of vendors have 
obtained them through legal channels whether they issue certificates or 
not.
