Interesting. I was taken to task for suggesting that if one could move a flower, then one was by definition moving a potential meristem; and hence the means by which to propagate its parent. This, in the context where it was deemed illegal to move seed across borders. Frankly, this is all angels waltzing on a pin head: the aim is to manage the trade in plants potentially taken from the wild, not to fuss over legalisms.
