One method might be to use double-stick clear tape, letting the rolls of bubble-wrap rest on some kind of scaffolding and using a stick in the form of a "T" with the double-stick on it to press the top edge in place with one hand and staple with the other. If you use just spots of double-stick and not a whole strip, it should let go easily when you pull the stick away after stapling. If you don't have wood framing, then consider fastening large eye- hooks at intervals to your bulding's frame and then you could run dowels through them to hold the plastic behind itself. Thinking of the way some tents are designed....
You might also consider hiring those guys who use stilts to put ceiling tiles up.
