A couple of posters on the BoingBoing comments have suggested that the block may be occurring in Russia (assuming it's a block and not just a cock up).
FWIW that seems to be what's happening on my Virgin connection - I can get out of Virgin's network and a couple of hops into an outfit called retn.net who appear to be a provider of long distance data capacity with a focus on Russia & Ukraine. On that basis I suspect that Sky Customer Service are simply giving out dodgy (or just badly confused) information.
