he also managed to give as an example of council misuse of comms data
(claiming that this had now been reined back) the determination of
whether or not people were cheating on which school catchment area they
lived in...

... sadly, although the case he was thinking of (Poole council) involved
RIPA, it involved covert surveillance (Part II) and had nothing
whatsoever to do with communications data :(
