"The organisations promoting internet filters are ideologically
motivated and will not give up in the face of such disappointing
responses to voluntary choices. Next they will be asking for more
draconian measures. But these extremely low rates clearly reflect social
attitudes against information controls. They should make the coalition
government consider what kind of democratic mandate they truly have to
promote mass filtering."
