In California, the state public health department was putting counties into risk tiers by case counts, and the 2.8 was the upper threshold for the lowest tier.
(In fact, when we made the rule, case counts were at 1.9, and we set the limit at 2, but 2.8 was a little more intellectually defensible. At the time the dance would have happened case counts were at 10.)
