Thank you!!!! I had the issue (2 years later :-/) and this seems to be the only solution.
Each row in the csv file describes the from vertex, the to vertex and the transaction, with properties on each, and, of course, I have the need to not create duplicate vertexes. I was surprised that this doesn't seem possible via the ETL import tool. Thanks again!
