I don't know about an action horse, but I do know of a "Barking Dog" model, where you pull its tail and the head moves. I know for sure it's diagrammed in "The Joy of Origami" by Toshie Takahama, but a quick web search for "origami barking dog" seemed to turn up pictures of virtually the same model.
