Elias,
I'm using Orion with JDK 1.3 rc 2, the latest JDK available to the public
(as of April 8, 2000). There shouldn't be any problems from that version of
the JDK in starting Orion.
If all else fails, as a previous poster said, make sure
c:\java\jdk1.3rc2\bin\ (or wherever your JDK 1.3 directory is) and try that.
Alternatively, run java.exe (or javaw.exe) from its full
c:\java\jdk1.3rc2\bin\java.exe pathname (again, substituting the correct
path for your system).
What gave you the indication that Orion "checks the registry for Version 1.2
of the Java RunTime" in the first place? Maybe that could give us some clues
to what your problem is.

I'm curious about what stuff you're doing that requires JDK 1.3 -- drop me a
line (off the list) if you get a chance.
Hope this helps,
