ShutDown doesn't work

I have noticed that sometimes orion will not shut down. I am using:

java -jar admin.jar ormi://localhost admin admin -shutdown

In such cases, ctl-c won't even work. I have to use Ctr Alt Del to get out.
Am I missing something?
