What does your taglibrary's descriptor file look like? It looks like you
are missing a <shortname> description in your .tld file.
The top of it should look something like...
<taglib>
<tlibversion>1.0</tlibversion>
<jspversion>1.1</tlibversion>
<shortname>something</shortname>
<uri>Unique identifier</shortname>
<info>a description of the tag library</info>
<tag>
etc...
