These are both vendor-independent.  WEB-INF contains deployment
information for web applications (.war file) and META-INF contains
deployment information for EJB applications (.jar file).  Generically,
META-INF contains manifest information for all .jar files, but for EJB
applications it's used to contain EJB deployment information.
