application.log intermittent

It seems that sometimes my application.log file doesn't get created in
application-deployments/myapp/application.log.  Orion seems to always
generate:
<log>
                <file path="application.log" />
        </log>

in my orion-application.xml file, and I know I'm writing logging statements
to it, but it is not there.  Sometimes it is however.  Anyone know what
might be up?
