Difference between default-web-app and web-app with root attribute??

Inside of default-web-site.xml, what is the difference between indicating:

<default-web-app application="default" name="defaultWebApp" />

AND

<web-app application="default" name="defaultWebApp" root="/" />

Is there a functional difference between these two specifications?
