It allows you to perform whatever arbitrary manipulations of substitutions you want. If you want to subclass Perl5Substitution and add variable interpolation, by all means do so and submit it as a patch. Further discussion of what features should be provided by default and what features should be left up to end users to implement should occur on the oro-dev list.
