I added a Felix Notifications scheme to send email to the list when the project was created. It went into moderation, which I then opened, but it still didn't seem to work. It then started working about 1-2 weeks ago but there wasn't much traffic. This is FELIX-3 in JIRA (enabling Felix notifications), which I'll coordinate to close.
