Creating JIRA issues

So, I am looking into creating a "JIRA road map" and I want to create 
issues that I flag as being "specification compliance" issues. It seems 
like the best way to do this would be to use the "type" field, but it 
doesn't seem possible to easily add your own types.

Thus, my current thinking is to just create a "spec compiance" component 
and assign all such issues to it. Is there a better way to do this that 
I am missing?
