[Oscar-devel] API and devel doc

Jason is taking care of the caching nameserver package, and just asked me a provoking question... "Is there a subroutine which returns the oscar_server's IP address?" My response was "Don't we have all subroutines and functions available listed in the devel doc?" The answer is no, leaving our API limited just to the API scripts. Shouldn't we be listing all available tools and functions in the devel doc so that package developers can avoid duplicating efforts?
