This is a quick prototype for testing, I think its less than 100 lines of
perl to do it.  I'm mostly trying to put together something to test edge
cases for the dhcp assignment issues.  Once I have it "working" I'll put it
somewhere for people to check out.  If it is useful enough, we can add it to
OSCAR.
