oops, HO gauge trains

I used to only have a modem connection at my house that maxed out at 22k, so I quickly learned that the Windoze terminal services does an excellent job of compression and bitmap caching, to the point where you can easily do an oscar type install over the dialup line. I can't really understand the requirement that OSCAR should be installable remotely over a modem line. Are we modifying oscar requirements so that sysadmins with only a modem and a VT100 terminal in their basement can install clusters while working on their HO guage modem trains late at night?
