Summary: oda should re-read opd dirs after Step 0 (opd GUI)

Initial Comment:
When you run the oscar_wizard and click on Step 0
(which is the GUI front-end for opd - Opder) and
download packages, these packages are not shown when
you run Step 1 (the Selector).  There needs to be a
shortcut/command to repopulate the oda database with
the opd packages (stored in /var/lib/oscar/packages) so
they appear in the Selector.  Note that this command
should probably DELETE all opd package entries in the
database and then ADD back in anything found in
/var/lib/oscar/packages.

Perhaps there should be a function that will refresh/add a 
given package's database information.  This function could 
also be passed a base directory, so that we can refresh/add 
a package from a given directory (and not whichever is found 
first or whatever).
