Summary: oda adds multiple copies of RPM list to database

Initial Comment:
When you run install_cluster multiple times without
doing a start_over, oda adds the RPM list multiple
times to the database.  The way we currently get around
this is to do "oda drop_database" just before running
install_cluster again.  However, oda should either do
this itself or check for multiple copies.

Related to this...  oda needs a shortcut/command to
re-read (1) a single config.xml file and (2) all
config.xml files.  When the user makes a change to a
config.xml file, that change does not show in the
database unless you do a start_over (or oda
drop_database) and then rerun install_cluster.
