Summary: opd broken on RH 8.0

Initial Comment:
When you run opd on RedHat 8.0 (and possibly other
newer distributions), MD5 sum and SHA1 sum checking
both fail.  This is due to the LC_ALL environment
variable being set to "en_US.UTF-8" in RedHat 8.0.  It
should be set to "C" in RH 8.0 to make opd work. 
Better yet, opd should be able to figure out the LC_ALL
setting and do checking appropriately.

Somewhat related to this is the discrepancy between
running opd standalone (i.e. envoked as "opd") and
running opd via command line (i.e. envoked as "opd
--parsable ...") on RedHat 8.0. When run as "opd", the
error sum checking fails, but opd downloads and unpacks
package tarballs correctly.  When run using "oda
--parsable ...", opd does NOT download package tarballs
correctly. tar reports that the files downloaded are
not complete.

No, this has not been fixed in opd.  The way I got around it
in the Opder was to do a 'LC_ALL="C"' before the opd
command.  This is also the easiest way to envoke the
readline version of opd on RH 8.0.  Jason has tried setting
$ENV{LC_ALL} = "C" inside opd but that didn't work.
