Summary: PackageBest needs more arch/version logic on ia32

Initial Comment:
In SuSE 8.1, there is a perl-Qt RPM.  OSCAR ships a perl-
Qt RPM.

SuSE:   /tftpboot/rpm/perl-Qt-2.105-189.i586.rpm
OSCAR: /tftpboot/rpm/perl-Qt-3.006-4.i386.rpm

PackageBest is choosing the SuSE version.  I assume 
this is happening because it is preferring the i586 arch 
over i386.  However, it is my belief (please give 
feedback if you disagree) that on ia32, it should pay 
more attention to the version number, then the 
architecture.  On ia64, it should try to find an arch-
specific RPM, then try to get the latest version... or 
maybe it should go the same route as ia32.  Since 
OSCAR RPMs should be the latest available 
in /tftpboot/rpm, and ia32 and ia64 versions should be in 
sync, they should be able to get the latest version, 
then look at the architecture... right?
