Summary: make install broken

Initial Comment:
[EMAIL PROTECTED] oscar-2.3b5]# make install
make: *** No rule to make target
`dist/Makefile.options', needed by `Makefile.in'. Stop.

Happens in rh8.0 and rh9 (haven't tested mdk yet)

Clarification, though -- if you skip the "make install"
step, and simply "configure --prefix=`pwd`", you can still
run "install_cluster ...". So for testing purposes, b5
isn't totally broken and can still be tested.

Looks like the b5 tarball was made with an outdated version
of Automake (1.4pl5), and therefore did not include the
Makefile.options file like it should have.

Using a newer version of Automake to build the tarball fixes
the problem.
