Summary: Fix dist process to make crispy/secret sauce dist packages

Initial Comment:
When the new "make install" scheme was introduced,
"make dist" was deliberately broken to not make the
"crispy" (without SRPM) and "secret sauce" (only SRPM)
distribution tarballs.

This needs to be fixed before 2.3 is released.

I'm serving my Uncle Sam all this week, and won't be able to
look at this until next week at the earliest.  In a worst
case scenario, these tarballs can be made manually.

Upgrade to priority 8, and also include the capability of
making "split' tarballs (e.g., one for ia32 and a different
one for ia64).
