If c3 can be a package, so can ssh. It would allow for other ssh packages to exist later, like gsi, kerberos, commercial, etc. I can't think of a reason that this cannot or should not happen, but plenty of reasons that it should. Before anyone says it, no, I'm not talking about shipping an ssh.
