Summary: OPDer Master Repository Refresh

Initial Comment:
When new repositories are added to the OPD Master 
Repository list in sf.net it does not update on the user 
end unless the 
file /var/cache/oscar/opd/oscar_repositories.xml is 
removed.

This file should probably be built each time or at least 
when you 'refresh' the repository listing.

This issue has been fixed in the current development cvs tree

This is not an issue with the current opd CLI, which has a -f 
option that will get a new master repo listing.
