Summary: run install_cluster twice

Initial Comment:
So here's a bug...

- Run install_cluster once
- Get to the wizard
- Exit
- Run install_cluster again

It bails when it gets to the point of installing the server core RPMs
because someone (update-rpms?) [correctly] deduces that there
are no RPMs to install, and so it gives back a blank list. The
problem is that someone else (PM/DM?) issues that blank list to
the rpm command, when then barfs. This failure is caugh by the
OSCAR scripts and interpreted as a larger-level failure, and so
install_cluster aborts.

I'm outta time tonight, but I'll try to look at what is happening here
in the next few days. Anyone who has any insight (Dave?) into
this would be appreciated...
