Longer version:

In doing some testing, I have figured out that the bad binary
files in SVN are due to people forgetting to use "-kb" when
originally importing them into CVS.  It seems that the "old"
SVN import script doesn't look at the CVS "-kb" flag -- I
think it probably looks at the file type to determine if the
file should be imported as binary or not.  But the "new" SVN
import script (the one that I used) looks at the CVS "-kb"
flag and uses that to determine if the file should be binary or not.

Hence, for all OSCAR CVS binary files that were not imported
with -kb, SVN imported them as ASCII files, and they
basically got corrupted (the oda RPM is a good example).

 From my commits last night, I've re-committed everything on
the trunk and it should all be working fine now.  HOWEVER:
our entire history is trashed.  So we really can't go back to
any prior version using SVN.
That kinda defeats the point of importing the history.

I would like to take the OSCAR SVN repository off-line and
re-import from CVS (I still have the entire OSCAR CVSROOT --
I didn't delete it just for situations like this ;-) ) and
use the "old" SVN import script.  Although it's technically
less correct behavior, it will compensate for people
previously not having used -kb.  There have only been a few
commits on the new SVN repository which should be relatively
easy to recreate.

I would like to start this re-import later today.  Based on
experiences from last time, it will take about a day to complete.
