I think it's mainly a "we should do a reasonable job with security" philosophy, simply because we can. Put differently: there's no reason *not* to have a password, so why not have one?

Yes, root can always screw up anything. But that's not the point here. We have the ability to make the database [slightly] more secure, so why not do it?

My $0.02.

I don't have any strong feelings as to whether the user is prompted for this password or whether it's always randomly generated.

though, but since it was created by root, I don't think they have

Yup.  I *always* choose "Random password" and have never
otherwise dealt with it.

I don't know why we just don't do that automagically and
ditch the dialog.
