Summary: Export MACs to file does not work in setup networking

Initial Comment:
The button is greyed out.  It is only active when there
are unassigned MACs in the 'collection pane'.  This
does not seem to be the correct behavior.

Tested off SVN checkout, but noticed this behavior even
in 4.0 release.

This is a reported problem on FC2/i386, and the annoyance
level is pretty high on something like this so we bumped the
priority.
