Please

        export DEBUG_UPDATE_RPMS=1

and then run step 4.  You'll need to copy/paste the log as written to
the console (not oscarinstall.log) and please send the *entire* Step 4
output, from start to failure.  This should give me a hint why
perl-AppConfig wasn't automatically selected, as happens for me...
