Summary: segregate perl-Qt RPMS

Initial Comment:
Since all files in the OPKG's RPMS/ dir get copied to
/tftpboot/rpm/, there were some problems on MDK10 b/c
unneeded files were copied to /tftpboot/rpm and added
to the UPDATE_RPMS cache, when the perl-Qt-mdk10 files
were install, there were conflicts with
requires/provides from other distro RPMS related to the
perl-Qt RPMS

Fix: create a distro dir and scripts/setup script to
copy only appropriate distro RPMS to RPMS/ dir for
target distribution, ultimately limiiting what gets
copied to /tftpboot/rpm and thus added to update-rpms'
cache. :)
