The resource managers have to be tightly coupled in order to get things right, otherwise they will have different ideas on which resources are allocated and given away and will work against each other. One thing is imagineable: have a part of the cluster running under Torque, the other under SGE. But for practical reasons you wouldn't want this, either. A third possibility for having multiple resource managers is to have them organized in a hierarchical way. An OSCAR cluster managed by Torque while the entire site is managed by some other resource manager. This goes more towards grid-like setups and I think we shouldn't care about this. I'd expect the framework to return only one resource manager and a warning if several are selected.
